Mr. Whitelaw Reid to Sir Edward Grey.-(Received August 4.)
Sir,
American Embassy, London, August 3, 1911. REFERRING to your note of the 4th May concerning a postponement of the proposed Opium Conference and to your assurance that as soon as Germany, Japan, and Portugal are in a position to comply with the conditions precedent which you had nated His Majesty's Government would be only too happy to take part in the conference, I am now instructed by my Government to advise you that it has assurances from France, Germany, and Japan that they will be absolutely prepared to meet the British proposals by the 1st October, and that Portugal will make every
effort to be so also.
Mr. Knox adds that the Netherlands Government has been so informed, and the suggestion made that invitations to the Powers be issued for the conference to assemble at The Hague on Monday, the 16th October, 1911.
